●宅配ロボット,ハンブルクで試験配達開始
Estonian robots will start making deliveries in Hamburg in August. The German parcel delivery company Hermes will start making deliveries by self-driving robots developed by the Estonian company Starship Technologies to 100 trial customers in Hamburg before the end of this month, German daily Sueddeutsche Zeitung reports. An Estonian is changing the security world – Veriff. A year ago, 21-year old Kaarel Kotkas started developing an identity verification solution that leaves its competitors all over the world far behind. Veriff has helped one of Estonia’s biggest e-commerce companies Hansapost to reduce the damage caused by frauds in payments by installments by identifying 1750 people and blocking all fraudsters. Currently, Veriff is also doing cooperation with Inbank and a deal with Uber is in horizon. (Äripäev, page 6, August 8, 2016)

Virtual introduction of Estonia will cost up to million euros. Enterprise Estonia is planning to launch a virtual reality environment costing up to a million euros in the next three years to introduce Estonia and the e-solutions available here. The first phase will cost 240 000 euros. Manager of the e-Estonia showroom Anna Piperal explained: "What it could look like is that when a person has entered, someone will drag them into Estonian landscapes, by leaps, so that at one moment the person will be above the Viru bog, at the next moment standing in the middle of the Song Festival Grounds, and after that near Toompea Castle where they will be able to fly into the parliament building, and then the domain of e-government will open." Amendments will loosen the requirements for production of military equipment. Ministry of Defense is working on a set of amendments to allow for more flexible rules and restrictions for the defense industry. Current legislation makes it impossible to hand ammunition, explosives, and weapons outside specially designated areas, meaning that Estonian manufacturers often have to have components assembled abroad. The amendment would also make it easier for private sector companies to service military equipment. The ministry plans to draw up changes by the end of the year. (Päevaleht, page 6, August 23, 2016)

One of the managers of a giant Japanese IT company spent almost a week in Estonia and caused exhilaration. Co-founder of Rakuten Masatada Kobayashi visited Estonia last week. Rakuten has bought the Estonian robot mannequin producer Fits.me and invested over 7 million euros to language learning technology Lingvist. Last week he met with current business partners, other Estonian entrepreneurs and politicians. Mr. Kobayashi spent most of the time with Lingvist that last week organized the meeting of its supervisory board and summer days. One of the founders of Lingvist Ott Jalakas said: “For me it’s special that he makes an investment in his time to be in Estonia with his team for four days.” During the visit, Masatada Kobayashi also met with Estonian e-services and e-residency. Mr. Kobayashi and many of his colleagues are already Estonian e-residents. He also met with Estonian President Toomas Hendrik Ilves and took part of the re-independence event on August 20 in President’s Rose Garden in Kadriorg. Takashi Katsuragi that accompanied Masatada Kobayashi said: “Rakuten looks at technologies that interest us. We are interested in augmented reality, voice and face recognition, big data, and artificial intelligence. Estonia is a very highly developed IT state and Japan has a lot to learn from Estonian strategy. I hope that we will have even more ties with Estonia in the future.” (Geenius.ee, August 23, 2016)

State Infocommunication Foundation (RIKS) will start developing public cloud with five partners. In cooperation with RIKS, five companies will start developing Estonian public cloud’s environment – the leading partner is Ericsson, and other partners are: EMC, Telia, OpenNode and Cybernetica. ●歩行者を感知して光る道路標識
An Estonian invention makes traffic signs glow when pedestrians approach. The invention created by Safelight OÜ aims to reduce traffic accidents during dark hours. The new system consists of thermal camera on top of a post and LED lighting around a traffic sign. The test project has been initiated on a crosswalk in Pärnu. (Postimees, page 10, August 25, 2016)

●8月の新車販売,20%増加
P12 The market of new cars has grown 20.1% in August. In August Estonia's market of new cars made a big leap as it grew 20.1 percent compared to August 2015 and an even bigger increase was recorded on the market of utility vehicles. 1831 new cars were sold, 307 more than a year before. In the first eight months of the year 15509 new cars were sold in Estonia, 12 percent more than in the same period last year. (Postimees, Page 12, September 7, 2016)
P5 Toyota is still leading the Estonian car market. Toyota is still leading the table with 317 new cars sold, followed by Skoda (159) and Volkswagen (130). The same cars form the top three of the first 8 months of the year. (Äripäev, page 5, September 7, 2016)

Mercedes will build Estonian robots a mother ship. Estonian start-up Starship Technologies shook hands with Mercedes-Benz that will start manufacturing a “mother ship” van for Starship Technologies’ pack robots. Business manager of Starship Technologies Allan Martinson said: “Robots need to live somewhere, someone has to load merchandise and change its batteries. They need to have a station. We carried out simulations and it became clear that the best station would be on wheels – a van will drive to the area and put the merchandise into the robots.” (Äripäev, page 6, September 8, 2016)

TransferWise arrived to Japan. According to co-founder of TransferWise Taavet Hinrikus, the company’s target group in Japan is the 1.3 million Japanese that live abroad and would be interested in sending money home, and also, the 2.2 million foreigners that live in Japan. The company is cooperating with Mitsubishi UFJ Financial Group for completing transactions and ensuring liquidity. TransferWise will start operating in Japan with 3 local employees. The number of employees should reach to 10 in a year. The web page is made both in English and Japanese. The aim for the next few years is to possess 5% of the Japanese market share. This year, TransferWise has additionally started operating in Brazil, Canada, China and Singapore. The next destinations will be New Zealand and Hong Kong. (Äripäev, page 12, September 8, 2016)

Three Estonians among the world’s most influential scientists. In the list made by Thomson Reuters, we can find 3 Estonians among 3000 world’s most influential scientists – Andres Metspalu (biotechnology) and Martin Zobel (plant ecology) from University of Tartu, and Ülo Niinemets (plant physiology) from the Estonian University of Life Sciences. Estonia’s retirement age employment is one of the highest in Europe. According to Eurostat, 29.3% of the Estonian people aged 65-69 are employed. In Europe, this is second only to Iceland (54.5%). Estonia is followed by Norway (28.9%), Switzerland (21.9%) and Sweden (21.6%). (Postimees, page 11, September 16)
●レール・バルティック,2025年に完成
Michal: I can do what I like. Economic Minister Kristen Michal said in an interview that the states participating in Rail Baltic have agreed on what will be the tasks of the central company of Rail Baltic, and what will every country do itself. He believes that Rail Baltic should be ready in 2025. He also feels that Tallinn-Helsinki tunnel would give a lot for trade in Europe. However, he admitted that Tallinn-Helsinki tunnel plan is still tens of years away from us. A thorough feasibility study will be ready in two years and further decisions can be made based on it. Government approved the privatization of Eesti Teed. The Estonian government on Thursday gave its backing to the plan of the Ministry of Economic Affairs and Communications to end current contracts of the state-owned road maintenance company Eesti Teed and start preparations for privatizing the company. Old and new economy are competing in the top rich list. The founders of TransferWise Kristo Käärmann and Taavet Hinrikus took the top 2 positions in this year’s Äripäev top rich list. They are the only ones in the table whose assets exceed 200 million euros. Third place is held by a construction entrepreneur Toomas Annus. From the rankings we can clearly see that old economy has fallen – the biggest losers compared to last year’s Äripäev rich list were transit businessman Oleg Ossinovski (62 million euros less) and trade businessman Hillar Teder (99 million euros less). ●エストニア税制,OECDで最高の評価獲得
Tax Foundation: Estonia still has the best tax system among the OECD member states. The annual report of the Tax Foundation organization reveals that the Estonian tax system is the most successful among OECD’s 35 member states for the third consecutive year. Tax Foundation attributes Estonia's success to lack of corporate income tax, the individual income tax system, and the decision to tie real estate tax to the value of land and not property or capital on it. The foundation also praises Estonia for not taxing profits its companies earn abroad. (Postimees, page 10, October 7, 2016)
●今年は271隻のクルーズ船がタリンに寄港
This year’s cruise season brought almost 475 000 tourists to Tallinn. During the cruise season that ended on Monday, Estonia received 271 ship visits that brought 474 700 tourists to Tallinn, it appears from preliminary figures released by Port of Tallinn. Last year, Tallinn hosted 280 cruise ships with 500 000 tourists on board. (Postimees, page 3, October 11, 2016)

More tourists needed accommodation in August. The number of domestic and foreign tourists who stayed in the accommodation establishments of Estonia in August was 417 000, 6% more than in August 2015, Statistics Estonia said on Tuesday. The number of foreign tourists was 256 000, 15 000 more than in August 2015. 38% of the foreign tourists came from Finland, 10% from Germany, 8% from Russia and 7% from Latvia. Foreign tourists mainly preferred the accommodation establishments of Tallinn (63% of the accommodated foreign tourists), Pärnu (10%), Tartu (6%), and the island of Saaremaa (5%). Editorial: Lower taxes bring a higher benefit. ABB opened a new business service center in Ülemiste that created 150 new jobs. The number of employees should increase to 400 in the coming years, which creates tension to Estonian labor market. Editors of Äripäev believe that it’s positive that ABB decided to expand their activities in Estonia, as it shows that Estonia can be a successful place for international companies. However, such investments could be increased with changes in taxation. (Äripäev, page 13, October 13, 2016)
●Hekotek社(木材加工機器)今年の最優秀企業に
There were few surprises among the best entrepreneurs. Engineering company Hekotek (woodworking technologies and facilities) was named as the best company of the year, Kohila Vineer (plywood, Latvia) was awarded with the best foreign investor title, and the founder of Taxify (Taxi App) Markus Villig was named as the best young entrepreneur. ●欧州宇宙機関ビジネスインキュベーターがエストニアでプロジェクト
MP Anne Sulling: European Space Agency (ESA) business incubator will come to Estonia. The ESA incubators support the conversion of space technologies for everyday use. There are already 13 such incubators in Europe. The Estonian project plans to use the Portuguese model with several incubators in different cities are under central control – in Estonia the incubators would work in Tartu Science Park and Tehnopol in Tallinn. The Tartu city council has already approved the project and Tallinn has also granted its agreement in principle. The ESA incubator should admit four start-ups annually during the next five years. Every start-up will receive 50 000 euros support, half of it from ESA and the rest from the local government. The opening of the ESA incubator is planned for the beginning of 2017. Viru Keemia Grupp (VKG) will relaunch the production and is hiring employees. CEO of VKG Ahti Asmann said that they will start working in September with full power. VKG will hire 350 employees, primarily former employees (chemists and miners) that were made redundant in January when the factories seized operations. Asmann also commented that the firm hopes to sell its products at a viable price in 2017 and cited the government's decision to link the resource fee to world market prices as an important factor. ●アルコール飲料,増税のため売上減少
Selver retail chain reports that alcohol sale has declined by up to 60 percent in some shops within a year. The management admits that this steep drop had not been foreseen and that projections expected a decline of 10-15%. The decline has been the largest in Southern Estonia – the alcohol sale in Valga County has dropped by 57%. According to the chairman of the Alcohol Producers and Importers Association Nele Peil, the decline is directly caused by the government's decision to increase alcohol excise tax by 15% last year, which has driven South Estonian alcohol consumers to prefer Latvian shops thanks to their lower prices. Both Selver and the alcohol producers' association call for the abolition of the excise rise. (Päevaleht, page 4, July 8, 2016)

The unemployment rate dropped further in June. In the end of June, the number of registered unemployed was 27 209, which makes it 4.3% of the working age population. (Postimees, page 8, July 12, 2016)

Estonian trade has significantly increased in one year. According to the numbers of May, the export of commodities has increased by 4% compared to May 2015, while import has increased by 11% compared to May 2015. The more rapid increase in import means that the trade deficit has increased further. Swedbank senior economist Liis Elmik commented that the trade in May was influenced by telecommunications equipment and the decrease of oil prices. The main trade partners in terms of export were: Sweden (21% of total Estonian export), Finland (16%) and Latvia (10%). The main trade partners regarding import were: Finland (13% of total Estonian import), Germany (12%), Lithuania (9%) and Latvia (9%). (Äripäev, page 10, July 13, 2016)

There are more and more tourists coming from Asia. According to Estonian Statistics, 280 000 domestic and foreign tourists stayed in the accommodation establishments of Estonia in May 2016, which is 4% more than in May 2015. 59% of foreign tourists came from Finland, Latvia or Russia. Compared to May 2015, tourist arrivals from Japan grew 10% and tourist arrivals from China 8%. (Äripäev, page 15, July 13, 2016)
●モバイルID,eSIMに非対応
How to make the mobile-ID compatible with eSIM smartphones? When the new smartphones using a technology that doesn’t use a physical SIM card will become available to Estonian users, the Estonian mobile-ID, which has 75 000 users, will become useless. Since such phones will not include a physical SIM card, the Certification Centre will not be able to insert a key anywhere securely anymore. The developers don’t yet have an exact plan for the making the mobile-ID compatible with the new technology. (Päevaleht, page 4, July 14, 2016)
●EUイノベーション・ランキング:エストニア14位
Estonia is in the middle of the EU in terms of innovation. The European Innovation Scoreboard by European Commission reveals that Sweden, Denmark, Finland, Germany and the Netherlands are the leaders of the European innovation. Estonia is in the 14th position out of 28. (Päevaleht, page 4, July 15, 2016)
●医療価格比較サイトで安価な診療所探し
The headquarters of medical tourism is stationed in Tartu. Medihub is a webpage that helps to compare the prices of paid medical services. It’s possible to compare the prices in Estonia, and also compare the costs between countries such as Finland, Sweden, Latvia, Russia and the UK. Since the price comparison is international, the webpage can be considered as a mediator of medical tourism. The price comparison will help people to find the cheapest option, because prices are very different. For example, the price of tonsil surgery costs 224€ in the cheapest clinic, and 495€ in the most expensive clinic in Estonia. Medihub also enables clients to choose an option that doesn’t have a long queue, thereby making the visit more accessible and faster. (Tartu Postimees, July 18, 2016)
●教育関係者,学力調査上位のエストニアを視察
Estonia has become a PISA-tourism destination because of good results. The former manager of the influential education test PISA Ross Turner says in an interview that when the tests were first held in 2001, Finland achieved good results – that caused many education executives all over the world to travel to Finland in order to search for the secrets of the good result. The same has happened to Shanghai, Singapore and Hong Kong. Now it’s also happening in Estonia – education people are coming here to see why Estonian children have such good results in PISA test. Barclays evaluates Estonia’s digital development. British banking corporation Barclays’ Digital Development Index places Estonia and South Korea as the joint leaders of the world’s digital development. In its research that included 10 countries, Barclays compared digital skills and attitudes between the countries, and also policies and efforts to develop these digital skills and attitudes. Estonian startup Guana will give 10% of its holdings to up to 100 000 researchers all over the world in order to create a common format for research projects together. Guana is developing a web platform that connects researchers all over the world in order to support their co-operation with modern technologies. Eurostat: Estonia has lowest level of general government debt in EU. The lowest ratios of government debt to GDP in the European Union at the end of the first quarter of 2016 were recorded in Estonia, 9.6 percent, Luxembourg, 21.8 percent, and Bulgaria, 30.3 percent, Eurostat said on Friday. The general government debt of Estonia totaled 1.97 billion euros at the end of the first quarter. Compared with the final quarter of 2015, Estonia's general government debt declined by one percent. The tallest people live in Europe. According to the biggest survey on human length to date, the tallest men live in the Netherlands and the tallest women in Latvia. Estonia is third in both categories. Around 800 researchers from 179 countries contributed to the survey. From the results we can see that Europe has clearly gone past other parts of the world. The only non-European state that was included in the top 25 of the length of men, was Australia. North America and Africa have fallen behind, while people in many Asian countries have become taller during the last century. According to researchers, better nutrition of mothers and children, and better growth environment explain the change in growth of South Korean and Japanese population, especially women. A Swiss bus company Swissbus AG plans move its customer service to Estonia from September. The company plans to move the operating and administrating units of its bus tours to Estonia. The HQ would remain in Switzerland, the representative of the company Marco Borella said. (Postimees, page 8, July 27, 2016)
●緊急通報応答機関,新測位システムを導入
The detection system of the public-safety answering point (PSAP) was improved. The PSAP may now detect the location of a caller with an android smartphone with a radius up to 50 meters. The new solution uses Google’s and Sony’s positioning solutions. Estonia is the first country in the world to adapt such positioning system. (Päevaleht, page 4, July 27, 2016)
●EU議長国期間の前倒し,空港拡張に影響
Earlier presidency will interrupt the extension of Tallinn Airport. A large part of the work for extending Tallinn Airport was planned to the second half of 2017. The extension has three important parts: the extension of runway, construction of parking garage, and the extension of the airport’s security zone. Because of the earlier presidency, the building schedules must be changed in order to minimize disturbance of the growing passenger flow. According to Deputy Mayor of Tallinn Taavi Aas, the extension of tramway to airport should be ready by Autumn 2017. (Päevaleht, page 4, July 29, 2016)

Estonian industrial production is suffering from low oil price. Experts conclude that Estonia's industrial output, which has been decreasing since spring of last year, is suffering mainly from low oil prices. Swedbank found in its analysis that low prices have cut production volumes in mining and oil shale oils, which has led the whole industrial sector into a decline. (Postimees, page 3, August 2, 2016)

The sales of new cars increased also in July. 1924 new cars were sold in July, which is 3.4 percent more than in July 2015, the Association of Estonian Car Dealers announced. The list of carmakers was yet again topped by Toyota with 304 new cars sold, followed by Skoda and Volkswagen with respectively 221 and 177 units. The sales of utility vehicles was topped by Citroen with 66 units sold, followed by Peugeot with 61 and Volkswagen with 46 units. (Päevaleht, page 8, August 5, 2016)

VKG lost less than Eesti Energia. The comparison of two oil shale giants reveals that Viru Keemia Grupp (VKG) had better results than Eesti Energia in the first half of the year. The turnover of Eesti Energia decreased by 13.8%, while the turnover of VKG decreased by 8%. (Päevaleht, page 9, August 5, 2016)

●米国人著名投資家,電子政府を賞賛
Famous venture capital investor Tim Draper: Ilves and Rõivas are my new heroes. Tim Draper who participated in Latitude 59 sees Estonian PM Taavi Rõivas and President Toomas Hendrik Ilves as politicians who use new technology to bring governance to a new level. He sees the new type of governance as economical and effective – a state is able to offer services at the same level as private sector. He is also the third e-resident of Estonia and wants for his taxes to go to Estonia. He also sees Asia as a good place to invest as there is a lot of innovation, and their attitude and work ethics are incredible. (Päevaleht, page 2-3, June 2, 2016)
●ERPLY社,モーリシャス支店開設へ
Estonian startup ERPLY will open its African headquarters in Mauritius. Mauritius minister Etienne Sinatambou who visited Estonia this week, called Estonian companies up to use Mauritius as their platform for entering African IT markets. An Estonian IT startup Erply accepted the invitation and met with the minister in Estonia. This marks the start of their co-operation. Erply is a startup that develops business software for retailers and wholesalers. (Postimees, page 11, June 3, 2016)

The sales of new cars made a drastic leap in May as there was a 30% increase compared to the same period in 2015. Toyota has by far been the most sold car in May with 375 cars sold – followed by Škoda with 220, and Volkswagen with 176. Honda was 5th in the list with 146 cars sold, Subaru 7th with 116, and Nissan 9th with 98. (Äripäev, page 9, June 7, 2016)

Finnish forestry company Metsä Group will make a 50 million euro investment to Estonia, creating up to 200 jobs. The investment would see an establishment of facilities to produce plywood. The raw materials would come from Finland. (Äripäev, page 4, June 9, 2016)

Finnlog will start constructing log houses in China, and Omniva offers itself to Alibaba. Minister of Entrepreneurship Liisa Oviir is on a visit to China this week with a business delegation. Estonian log house producer Finnlog signed a contract with Chinese partner BL Timber Investment Co which handles the construction of a specimen two-storied log house near Xiameni. Minister Oviir also met with the representatives of Alibaba to discuss about potential co-operation to construct a logistic center near Tallinn Airport to make the package shipping time shorter. ●日本人による日本料理店,開業
Haku, the Japanese fairytale. In this edition, Äripäev carried out a restaurant masked review in Japanese family restaurant Haku. The food is cooked by a Japanese cook and served by his Estonian wife. The author thinks that Haku’s servings are very beautiful – even fried chicken wings have the gourmet looks. The Japanese fairytale is perfected by the drinks served – a rich selection of teas, sakes, plum wine and Japanese whiskeys. (Äripäev, page 22, June 10, 2016)
●酒類の売り上げがエストニアで減少,ラトビアで増加
10% of the Estonian strong alcohol market has moved to Latvia. It means that this year, Estonia will receive 15-20 million euros less from alcohol excise and VAT. (Äripäev, page 7, June 13, 2016)

Unemployment rate is falling. According to Estonian Unemployment Insurance Fund, registered unemployment has fallen to 3% in Harjumaa and Tartumaa regions. The amount of job vacancies has become higher compared to December 2015. By the end of May, a total of 28 064 people were registered as unemployed, which makes 4.4% of the Estonian working age population. (Äripäev, page 9, June 13, 2016)

More tourists are staying in hotels. A total of 226 000 tourists stayed in Estonian accommodation businesses in April, which is 8% more than at the same period last year. The amount of tourists from Asian countries rose by 22%. 38% of the clients were domestic tourists. (Äripäev, page 13, June 13, 2016)
●国有金融機関,スタートアップへ投資
The state-owned foundation KredEx will start investing into start-ups. KredEx is a state-owned financial institution with an aim to help companies gain access to capital, and on the other hand to help people in improving their living conditions. KredEx has already invested into tens of companies but soon its new fund, EstFund will be introduced, and its major purpose will be to invest into start-ups. EstFund’s capacity is currently 60 million euros and most of it has come from the EU’s structural funds. (Päevaleht, page 10, June 14, 2016)
●バルト三国初のバイオメタン工場建設の計画
GreenGas Energy and Estonian Cell will establish the Baltic States’ first biomethane factory in Kunda in 2017. The investment will be worth 3.5 million euros. GreenGas Energy will plan to produce 6-7 million cubic meters of biomethane per year, which is equal to the amount that the municipal buses of Narva, Tartu and Pärnu require yearly. Biomethane will be produced from Estonian Cell’s biogas. (Äripäev, page 6, June 14, 2016)
●小口電気生産者数,増加
220 small electricity producers accessed the market last year. According to the Estonian Renewable Energy Chamber, the total amount of electricity produced by the new electricity producers totals up to 3.6 megawatts. (Postimees, page 10, June 15, 2016)
●1~4月企業設備投資:前年同期比+7%
According to the Tax and Customs board, in the first four months of this year the total amount of corporate capital investment was 7 % more than the same period last year. Investments grew most in wholesale, car sale and wood industry. (Äripäev, page 4-5, June 22, 2016)
●闇経済の比率,やや増加
Võru has become the capital of shadow economy. A study carried out by researchers of the Stockholm School of Economics Riga branch shows that Estonia’s shadow economy has increased by 1.7% last year to 14.9%, and has reached the level of Lithuania (15%). Latvia has still the highest proportion of shadow economy with 21.3%.
Out of the Estonian counties, Võru County has the highest proportion of shadow economy with 41% and the lowest proportion is in Saare County with 3.1%. (Postimees, page 9, July 1, 2016)
