Ambassador NAKAMURA delivered opening remarks at the JICC Seminar on Nuclear Power Development

2026/9/24
On September 24, the Seminar on Nuclear Power Development “Preparation for Estonian Nuclear Power Program”—organized by the JAIF International Cooperation Center (JICC)—was held at the Estonian Ministry of Climate. Participants included H.E. Minister of Energy and Environment Mr. Erkki Keldo and Estonia’s other government and industry representatives, as well as representatives from Japan’s Ministry of Economy, Trade and Industry (METI), the JICC, and the broader nuclear energy sector.

Ambassador NAKAMURA Koichiro attended the seminar and delivered the opening remarks. In his remarks, the Ambassador noted that Estonia is preparing for the introduction of nuclear power to strengthen its energy security, with the Nuclear Energy Safety Act passed this June and a nuclear regulatory authority scheduled to be established next year. He stated that Japan, drawing on over 60 years of experience in nuclear power generation and lessons learned from the 2011 Fukushima accident—and having undertaken significant efforts to fundamentally review safety regulations and advance nuclear technology—wishes to share this expertise with Estonia to contribute to the country's energy security and the achievement of its decarbonization goals. He expressed his hope that the seminar would serve as a forum for fruitful discussion and lead to the further development of cooperation between Japan and Estonia in the field of energy security.

This marks the fifth annual edition of the seminar, which has been held every year since 2022. The Government of Estonia is currently preparing for the introduction of nuclear energy (specifically, small modular reactors (SMR)), and the Government of Japan is supporting these efforts by organizing seminars and arranging study visits to relevant facilities in Japan.
